Lacking an organized and informed organization to represent them in front of state legis�lative committees and administrative agencies, consumers' rights often take a backseat to the moneyed interests who use their wealth and power to influence state legislatures and the executive administration of state law. The playing field could become more level if citizen insurance boards were established to represent consumer concerns in rate proceedings and in front of legislatures considering insurance legislation. The boards would be financed through individual membership fees inserted in motor vehicle registration envelopes, along with some state subsidies.
